The Whirling Runekey is your first stop, dropped by the rare spawn enemy Ksvir the Forgotten, lurking in the southernmost room of the Forgotten Vault. Make sure to visit during a Storm event, as Ksvir has a high chance of spawning and dropping the Whirling Runekey upon defeat.
Next, secure the Torrential Runekey by gathering seven Torrential Fragments from enemies scattered across Siren Isle during a Storm phase.
The Thunderous Runekey comes from collecting five Thunderous Fragments, which you can find in any chest around Siren Isle, even outside of the Storm areas.
For the Cyclonic Runekey, cast your line anywhere in Siren Isle during a Storm phase, or take your chances with a potential drop from Zek’ul the Shipbreaker in the Deadfin Mire.
