What are Power Charges?
Power Charges act as modifiers for specific skills or effects. They are inactive on their own, but skills like Falling Thunder utilize them to enhance their power. They aren't mandatory for most builds, but are fundamental to some, such as the Tempest Flurry Invoker build.
Power Charges behave similarly to Frenzy and Endurance Charges; inherently, they have no effect. Their value is realized when consumed by compatible skills, or through item or effect interactions.
